I would say that there is no logic at all in this point. Unfolding a passport with registration (registration) is not a basis for the Republic of Moldova - don’t even try, they won’t accept it. They require an invoice (receipt) for the provision of utility services. It is at this point that difficulties arise, which have left many users in the category of unverified.

I don’t know how things are for residents of other CIS countries, but in our country utility bills are issued for one person - the owner of the property or the “responsible tenant”. If you are one, no problem, scan the invoice with a payment receipt attached, send it, wait for confirmation and proceed to the next stage.

But! Some kind of blue stamp on the invoice is required. Even if it’s a banal “Paid” stamp, it’s a must.

RM’s point about the blue seal is clear, don’t simplify it. Some people pay bills for services through SberBank offline, and when paying, they require a stamp to be placed on the payment receipt. This option is also a passable option in the Republic of Moldova.

But what should “irresponsible tenants” do? This is what happened to my colleague. The bills for the apartment come to the spouse. RM declares that with one last name there will be no problems. They lie, they exist. Even in the case of a certified notarized translation of the receipt (invoice) header.

There is a solution. You need to go to the passport office and request a certificate. It is called a Certificate of Residence or a Certificate of Family Composition. Issued upon presentation of a passport, immediately and free of charge. It was issued personally, the address is indicated, the document includes everyone registered at the specified address, i.e. in the case of my colleague and spouse, in whose name all bills for housing and communal services and other services related to the apartment are drawn up. As a result, a direct logical documentary connection arises between the user, the address and the receipt desired by the PM. And most importantly, there is a large round blue stamp on the certificate.

There are other options, I heard that they are happening, but I haven’t personally talked to such people, so I can’t guarantee it. Such receipts confirming your address can be:

  • Ask a friend to send a money transfer through mail, bank, or money transfer systems. Your address and passport details are indicated there. When receiving the translation, pay attention to all these details, as well as the presence of a blue seal.
  • If you are the owner of a plastic card, you can request an extract (it also contains your address and passport details). The contract for receiving the card also contains the necessary information.
  • And one more option, which I do not consider optimal, is to open an account in the Perfect Money system, indicating the personal data of the relative in whose name your apartment bills come. Well, then go through all stages of verification on his behalf.

Well, then according to the scheme: a scan of this certificate (don’t forget, all scans are in color!), a scan of the receipt for housing and communal services and a scan of the payment receipt. In general, I sent an invoice for communication services - telephone, Internet, TV with a cash receipt attached. Additionally: I thought about it and put a “Paid” stamp on such an account as a precaution (in addition to the cash receipt) - I just have such a stamp, blue.

My confirmation of acceptance of the data arrived in approximately 8 hours.

Name verification

Full name verification is the simplest of the three stages and involves uploading personal documents (passport or driver’s license). When scanning a document, keep in mind that your personal data must be written in Latin, both in the document and on the website. A passport with only Cyrillic alphabet or an old-style driver’s license will not be suitable for verification.

After uploading a scanned copy of the document, you will have to wait some time for it to be verified by representatives of the payment service. When the data is confirmed, confirmation will appear on the account page in the name verification section that the full name of the owner of the electronic wallet is genuine.

How to create a wallet

For greater security, we can use two additional features:

  • SMS authorization , a method that many people are not happy with because the option is paid, $0.1 for each message. In addition, messages may not arrive for a long time due to problems with the gateway. If you have enabled two-step authentication via SMS in your mail, following my previously stated recommendations, then you do not have to activate this option for now;
  • Code Map is something I highly recommend turning on.

After activating the Code Card, you will be asked to save a picture with a *.png extension, on a black background of which thirty different codes will be written in white text. A copy of the Code Card will be sent by e-mail.

When performing any financial transaction, you will each time be asked to enter one of the codes for the specified number. Otherwise, without entering the code, the transaction will not be completed.

You must immediately save the Code Card in a safe place inaccessible to intruders . I did the following: I printed out several copies, one of which I pasted into my notebook (which I always carry with me), and I keep the remaining copies along with important documents on paper (along with scanned copies of the notebook). I deleted the digital version of the Code Card.

You can make payments and transfers in 4 currencies: US dollars, Euros, gold, bitcoins. For each currency, the account has its own wallet, designated by the letters U, E, G and B, respectively. The wallet itself is marked with a unique number; the total is a record like “U54321987”, which constitutes the full address of the wallet. You can open several wallets for one currency (except BTC): 3 for Euro and dollar, 2 for gold.

When making payments and transfers, you can use any wallet, if the “destination currency” is different from the wallet currency, the finances will be automatically converted at the exchange rate.

Withdrawing money from PM

Withdrawing funds from a Perfect Money account can be carried out in the same ways as depositing them - to a bank account (minimum $100, from 2.5% + bank commission), using e-Voucher, through certified exchangers (including exchange for Privat24, to a Visa/Mastercard, Sberbank, etc. - commissions average about 2.5-4%), to a cryptocurrency account (2.5%), using a credit exchange.

As you already know, I always go through verification immediately after registering in the system in order to avoid restrictions that may pop up at the most inopportune moment. Here it is voluntary, aimed at increasing the level of trust in you from other participants in the system, and it also allows you to gain access to advanced PM options. By the way, in some projects that have direct withdrawal to PM, verified accounts have a reduced withdrawal commission: 0.5% instead of 2.5-3%.

PM wallet replenishment

After registration, users are primarily interested in the question: how to top up their wallet? The system offers the following methods for depositing funds into your account:

  • Bank transfer (SWIFT). You can top up your account with an amount of $300 or more (or the equivalent in euros or gold) and only from your own bank account. PM does not charge a commission, but the bank will charge from 1% per transaction
  • e-Voucher. If you have e-Voucher Perfect Money, then you can top up your balance in real time without any commissions - you just need to enter the voucher number and activation code
  • Exchange offices. You can top up your account only through certain exchange offices - certified partners, as well as through the Western Union and MoneyGram systems.

Previously, it was possible to top up your wallet through the payment terminals of the “Unified Cash Desk” partner, but due to the inconvenience and high commissions, PM abandoned this option.

Also, now you can’t deposit money directly through QIWI terminals, only through exchangers. In Belarus and Ukraine, replenishing your wallet is also possible using exchange services, although this is not displayed anywhere in the account.

  • Bitcoin: You can also top up your Perfect Money account with Bitcoin cryptocurrency using partner exchange offices
  • Credit Exchange. Here you can borrow the necessary amount of money or provide a loan to other users at a percentage that you set yourself. The loan exchange does not charge a commission. The lender pays the standard 0.5% when transferring money to the borrower. The borrower pays a commission of 0.5% when requesting the lender to provide money.

In order to view the list of partner exchangers, you need to click on the “Enter” button in your personal account, but apart from the list, there is no more information about commissions there.

Therefore, I recommend using a special monitoring service that will help you choose the best course.

I would like to note that all exchangers undergo monitoring testing, so there is no need to worry about their reliability. I myself use this method all the time.

Phone verification

It's very easy to check your phone number:

  1. Enter your phone number (international format, for example +7 for the Russian Federation or +3 for Ukraine);
  2. Click the button to receive the code;
  3. Wait for a call from the service. Once received on the receiver you will hear 4 numbers spoken in English which is a code;
  4. Enter the received data on the page that opens.
